Project History


1990-1994/2012-2014

Union Station Masterplan

Developed in the 1990’s for Catellus Development Corporation (Catellus), the Alameda District houses the region’s transportation hub at historic Union Station in downtown Los Angeles. pointC was part of the management team for this Alameda District Plan (ADP) comprising 72 acres, which focuses on urban mixed-use transit oriented development. Following development of the ADP, pointC was a key player in the sale of the Union Station site to LA Metro (2013) and served as a strategic consultant to Metro as they developed their Union Station Master Plan.

1996-2000

City of Pasadena Gold Line

pointC was instrumental in formulating and executing the strategy that led to the implementation of this important urban project. The creation of the Pasadena Blue Line Construction Authority authored by then State Senator Adam Schiff became the strategic vehicle that resulted in the fixed-fee, design-build process that led to the completion of this pivotal project. The Pasadena Gold Line project was constructed on-schedule, saved over $200 million from the original budget, and was opened for passenger service in July 2003.

1996-2000

LAX Masterplan

pointC professionals have served as key members of several LAX Master Plan teams, with the responsibility for strategic planning, design, funding, and implementation of a variety of ground access and airport services elements. Additionally, in the earliest of LAX Master Plans, pointC was responsible for developing and implementing an extensive community investment and jobs program for LAX.

2008-2011

Vision Los Angeles

pointC developed and was the lead consultant for Vision Los Angeles, a unique partnership between the Los Angeles County Economic Development Corporation (LAEDC) and the Environmental Defense Fund (EDF).  Vision Los Angeles set forth fifteen strategies to enable Los Angeles County to become “...the most accessible region in the Country”. The implementation of these strategies is an on-going project intended to serve as an action plan for improving and sustaining Los Angeles County’s economy and environment. Several of Vision LA’s strategies have been undertaken by various agencies to date.

2004-2006

Hearst Ranch

In May, 2004, the California Transportation Commission approved $23 million in transportation enhancement funds for the acquisition of scenic easements on the Hearst Ranch, the largest such transportation enhancement (TE) transaction in the history of the program in California. That action enabled other state investments that led to the conservation in perpetuity of the 82,000 acre Hearst Ranch. pointC was responsible for developing and implementing this strategic leveraged approach.

2004-2014

Rancho Mission Viejo

Ladera Ranch is a 12-year old community of 7,000 multi-family and single-family homes located in Southern Orange County. In the spring of 2011, pointC worked with Rancho Mission Viejo (RMV) and the Ladera Ranch community to develop Ranch Ride, a creative and innovative mobility program that provided private transit choices for all who lived and worked in this community. A partnership between Rancho Mission Viejo and Mercedes Benz resulted in one of the first residential Transportation Management Associations as a pilot program to engender mobility choice.

2009-2014

NBCU

pointC was engaged by NBCUniversal to evaluate opportunities for the company to “be part of the solution” in addressing mobility challenges for their employees, visitors, and neighbors.  A comprehensive review of existing conditions was performed by Gibson Transportation Consulting and, collaboratively, the two firms provided a set of partnership opportunities to both improve and balance mobility options in and around the site:  employee transportation options in partnership with Metro and Metrolink; local connectivity and access in partnership with the Cities of Burbank and Los Angeles; and regional access and mobility in partnership with Caltrans.

2009-2014

Golden State Gateway Coalition

The Golden State Gateway Coalition (GSGC) I-5 High Occupancy Vehicle and Truck Lanes Project proposes to extend the HOV lanes on the I-5 from the SR-14 Interchange to Parker Road and to incorporate truck climbing lanes from the SR-14 Interchange to Pico Lyons Road. The purpose of the project is to reduce existing and future traffic conditions, reduce air pollution, and improve the operation of this passenger and freight route. In response to the needs of all parties, pointC guided the formation of a partnership between Caltrans and private sector business leaders, created to design, fund, and construct this project of national significance. As a testament to this partnership’s success, the Project Approval / Environmental Document (PA/ED) was delivered under budget in nearly half the time under pointC’s management of the process. Through a combination of public and private sources, this approximately $500 million project is fully funded.

2O14-PRESENT

Los Angeles Aerial Rapid Transit

Los Angeles Aerial Rapid Transit (LA ART) is a proposed zero emissions aerial gondola system to connect Los Angeles Union Station, Chinatown, and Dodger Stadium. Seven minutes end to end, LA ART will take up to 3,000 cars off the roads on Dodger game days and boost public transportation ridership 365 days of the year with access to Chinatown and Elysian Park. Additionally, LA ART will connect the communities of El Pueblo, Chinatown, Mission Junction, Solano Canyon and William Mead Homes. pointC is one of the key players leading this effort to envision, plan, and implement this project, which would be the first of its kind in Los Angeles and which will offer the greatly needed benefit of a climate-friendly transportation option.

City of Pasadena

pointC has been privileged to represent the City within which its headquarters are located on two occasions, once to develop the strategy that enabled the implementation of the Pasadena Gold Line, and most recently to develop and implement the strategy that resulted in Caltrans relinquishing 50+ acres of the Interstate 710 “stub” back to City ownership.  This nationally significant effort was memorialized in June 2022 with action by the California Transportation Commission, enabling the City of Pasadena to reconnect a number of communities cut off by condemnation over 5 decades ago.  pointC has also been retained by the City of Pasadena to be a strategic advisor as it navigates the future visioning, planning, and implementation of this significant opportunity.
