Alameda District (LA Union Station/Terminal Annex)pointC managed this long-term Specific Plan comprising 72 acres and housing the historic Union Station and Terminal Annex sites in downtown Los Angeles. The Plan, designed to be flexible, includes the development and continued operation of the region’s intermodal transit center along with an urban mixed-use transit oriented development (TOD) complex of office buildings, retail uses, historic preservation, and pedestrian amenities. pointC developed a phasing plan with a variety of mechanisms to ensure orderly development including trip caps, parking management programs, and flexible transfers of floor areas between donor and receiver sites.

The Blue Line

The Blue LinepointC was instrumental in formulating and executing this important urban project. The creation of the Pasadena Blue Line Construction Authority authored by then State Senator Adam Schiff became the primary mover of this pivotal project. The Authority enabled communities invested in the Light Rail Line to maintain control over the completion of the project via a “design-build” approach, while realizing significant savings and an accelerated implementation timetable. The Pasadena Gold Line project was constructed on-schedule, saved over $200 million from the original budget, and was opened for passenger service in July 2003.

Hearst Ranch Conservation ProgramIn May, 2004, the California Transportation Commission approved $23 million in Transportation Enhancement (TE) funds for the acquisition of scenic easements on the Hearst Ranch, the largest such TE transaction in the history of the program in California. pointC was responsible for developing and implementing this TE approach. The TE funds helped to leverage the larger Conservation Framework, the program to preserve the character and beauty of the 82,000-acre Hearst Ranch in perpetuity.

Rancho Mission ViejoLadera Ranch is a 12-year old community of 7,000 multi-family and single-family homes located in Southern Orange County. Since the spring of 2011, pointC has been working with Rancho Mission Viejo (RMV) and the Ladera Ranch community to develop creative and innovative approaches to address the mobility needs of this community. With the goal of connecting people with transportation choices, we launched a community-based web site that provides travel information to Ladera Ranch residents and employees. Carpool, vanpool bicycle commuter matching, transit schedules, and real time multimodal directions are all included on the site. In addition to a virtual Transportation Management Association, pointC is developing private shuttles, car-sharing, a door-to-door commuter, special event services that will connect people with key destinations within Ladera Ranch and Orange County.

50 Corridor CoalitionHighway 50 in Eastern Sacramento and western El Dorado is one of the most congested routes in the region. pointC, working with local agencies, Caltrans, Sacramento Area Council of Governments and major development community members prepared a comprehensive transportation mobility plan for the 50 Corridor area for the next 20 years.
What makes this project truly unique is that its private funding. As part of pointC’s strategy, the development community agreed to a regional impact fee to fund state highway, local arterial and transit improvements in the corridor.

Vision LApointC developed and is the lead consultant for Vision Los Angeles, a unique partnership between the Los Angeles County Economic Development Corporation and the Environmental Defense Fund. Vision Los Angeles sets forth fifteen strategies to help Los Angeles County become the most accessible region in the Country. The implementation of these strategies is an on-going project intended to serve as a blueprint and action plan for improving and sustaining Los Angeles County’s economy and environment.
The specific focus of the blueprint and plan is to properly define and address the transportation challenges facing the region with a set of strategies that foster more and better choices for all people. This will require looking well beyond the symptom of traffic to a holistic array of variables that are consistent with an improved economy and environment, such as technology-powered options for connecting people to destinations like mobile apps, door-to-door commuters, and mobility services plans that replace vehicle ownership.

Antelope Valley Area PlanIn response to concerns about the proposed Town & Country Plan, local businesses, public officials, and residents in Antelope Valley formed the Blue Ribbon Committee with the support of Supervisor Michael D. Antonovich. Without its own EIR and proper representation as 45% of the county’s landmass, Antelope Valley was not being provided for. Acting as a consultant for the Blue Ribbon Committee, pointC helped draft solutions to address the Plan’s missing opportunities and reflection of sustainable and needs.
Using data-driven mapping and sustainable growth principles, pointC worked with the Blue Ribbon Committee and identified three Economic Opportunity Areas in the region. Based on each area’s needs, pointC and the Blue Ribbon Committee drafted solutions focused on the economy, environment, equity, and property rights. With the future of their children and grandchildren in mind, the Committee provided positive and sustainable answers to the challenges faced by the community.

Metro’s recent purchase of the station gives it the opportunity to transform Union Station into a world class mobility hub, uniting diverse neighborhoods and spurring economic development. As the project’s lead consultant for all legislative advocacy efforts, pointC interfaced with business leaders, federal, state, and local agencies to achieve this goal. Today, the design, finance and implementation of this program have had positive economic impacts on the national, state, and local levels.

NBCU has agreed to fund and advance the preparation of project study reports and work with Caltrans on environmental design. Ultimately, NBCU’s private investment will put the improvements in a better position to compete for public sector funding.
Our role consists of leading the team to define what the improvements are, get the approval of necessary documents and reports from Caltrans, and to work with Caltrans and Metro to identify funding so the projects can proceed to completion.

Golden State Gateway CoalitionThe Golden State Gateway Coalition (GSGC) I-5 High Occupancy Vehicle and Truck Lanes Project proposes to extend the HOV lanes on the I-5 from the SR-14 Interchange to Parker Road and to incorporate truck climbing lanes from the SR-14 Interchange to Pico Lyons Road. The purpose of the project is to reduce existing and future traffic conditions, reduce air pollution, and improve the operation of this passenger and freight route by constructing HOV and truck climbing lanes.
In response to the needs of all parties, pointC guided the formation of a partnership between Caltrans and private sector business leaders. It was created to design, fund, and construct this project of national significance. As a testament to this partnership’s success, the Project Approval / Environmental Document (PA/ED) was delivered under budget in nearly half the time under pointC’s lead. pointC worked directly with Caltrans and GSGC, in providing the financial and technical support to Caltrans’s project management. pointC managed a team of experts in shepherding this project through the CEQA and NEPA processes in an expedited time. Working hand in hand with the partnership, pointC developed and implemented the project funding strategy. Through a combination of public and private sources, this approximately $ 500 million project is fully funded and the first phase (truck lanes) is targeted to begin construction in late 2011.

The heavy congestion at Brisco Road was a major priority for the City. We were brought on in 2011 and have since worked with the City and Caltrans to identify two viable improvements, which are now in the environmental document approval process. pointC has also worked with the City and local agencies to identify nearly $6M to put towards construction of the project.

Friends of Hollywood Central ParkThe Hollywood Central Park (HCP) is proposed to be a 44-acre street-level urban park that traverses atop (“caps”) the US-101 Freeway from Bronson Avenue to Santa Monica Boulevard. Designed as a landmark infrastructure project that will transform Hollywood’s disadvantaged communities into thriving neighborhoods with strong economic engines, the project spans approximately one mile in length and varies between 300 and 400 feet wide.
pointC is responsible for working with the City of Los Angeles and other public and private entities to move the project through environmental documentation and to create and implement a sustainable, holistic funding strategy for this landmark project.

Northwest 138 Corridor ImprovementpointC is part of a consultant team working in partnership with Caltrans and Metro to deliver improvements for the 36-mile State Route 138 corridor from Interstate 5 to State Route 14. This partnership leverages the skills and resources of both agencies. The objective of the partnership is to complete the Environmental Impact Report (EIR), implementation and funding plan within three years.
